Wireless data usage is increasing faster now than ever before. Smartphones and broadband-enabled portables, such as large and small screens, are now seeing high penetration in many markets, and the superior user experience offered by such devices has lead to exponential growth of mobile data traffic as shown in Cisco's forecast. The demand for mobile data services has been doubling every year, this can be met only by highly efficient and optimized mobile network infrastructures.

Services required by the demand may be associated with different requirements. These requirements provide the basis for dimensioning the procedure to be presented in this paper. Theoretical dimensioning consists of complex parameter system and method with guaranteed precise coverage which affords a reliable solution for planning. Unfortunately this kind of planning not always can consider these conditions due to practice. Therefore an accomplished cell planner can substitute many steps from the dimensioning procedure. Primary goal of this thesis to introduce main differences between theoretical and practical planning processes and to illustrate these variations in a planning task.

Due to implementing this self-employed work in a network controlled by an operator I will provide informations which are essential to this thesis work without harming privacy policies.

I am going to give a brief overview about using advantages of 4G network which warrant deploying it. This will be followed by introducing the rollout process from coverage planning until integration phase. It is important for an outsider to get a view from the whole picture because there can be seen a lot of reason - out of technical issues - why a base station cannot be built sometimes.

Main topic comes after this chapter where the deviations between the theoretical and practical design and its consequences for implementation and performance. In order to show this a throughput base dimensioning model will be discussed not to mention the algorithm used by Telenor. I am also going to analyse the planning tool a little because it will be pointed out that the granularity of available databases has a huge impact on KPI-s. It will be discussed with introducing the tuning of the propagation model's process where I am going to do measurement based optimisation related to predefined areas.

At last I will choose an area in order to connect to a network modernization project where I will report about experiences of engineering and differences from theoretical design.
